Hmmm, this tutorial here seems pretty easy. Although, I think it might be neat to leave the rug on the hula hoop instead of cutting it off! This one on LifeHacker looks all pretty in the picture - especially with the bright colors. It seems the hula hoop may warp if you pull it too tightly, so perhaps trying it with a bicycle tire frame might work, too :D
